Paul Jeffery – Chief Executive Officer

Paul has worked in the sector for over 12 years having initially established an elderly care business before becoming involved in the learning disability and mental health sector. He founded Curate and has been responsible for the development and implementation of its strategy, philosophy and management structure. He is heavily involved in the design, project management and commissioning of new services.

Paul is a Certified Accountant. He has extensive experience of successfully managing multi-site, diverse healthcare operations that provide quality services to LA and NHS purchasers. He has a strong understanding of NHS strategic initiatives for mental health services and is committed to the development of innovative services that meet these initiatives.

Dr Alan Whittle - Specialist Services Director

Dr Alan Whittle has worked in the mental health and learning disability sectors for over 20 years in both the public and independent sectors. He worked in the NHS for over 13 years and during this period he was Head of Women’s Services at Ashworth Hospital. Prior to joining Curate, he was Director of Clinical Services and subsequently Business Development Director for a large independent provider. In these roles, he was responsible for developing innovative models for mental health and learning disability services in partnership with the NHS and Social Services.

Alan’s professional qualifications include an RMN qualification, degrees in both Nursing and Health studies and a Doctorate in Public Health and Health Service Management. During his time in the NHS, he was seconded to work in a variety of settings both here and overseas as an advisor in the development of new services.

Frank Cummins – Clinical Services Director

Frank has worked in the mental health and learning disability sectors for over 20 years in both the public and independent sectors. He has worked in the NHS for over 15 years and held senior positions within the high secure psychiatric sector at Ashworth Hospital. Prior to joining Curate, he was Director of Clinical Services at a large independent provider. In this role, he was responsible for introducing a robust clinical governance framework for the delivery and evaluation of clinical services.

Frank’s professional qualifications include an RMN qualification and expertise in developing quality assurance systems. Frank has developed audit tools for measuring quality standards and evaluating “futures planning” that are specifically tailored to the mental health and learning disability fields. These have achieved national recognition through Health Quality System (HQS) Accreditation.

James Allen - Development Director

James has worked in the healthcare sector for over 14 years in both the public and independent sectors. In the NHS he was Executive Director responsible for service development and modernisation of services in line with NHS Plan and NSF’s/White Papers for Mental Health Services, Forensic Services and Learning Disability Services. Prior to joining Curate, he was Development Director for Mental Health and Learning Disabilities services for a large independent provider. In this role, he worked closely with the NHS and LA’s on service development.

James’ professional qualifications include a Masters in Public Administration. He is well known in the sector and was invited to give evidence to the House of Commons Select Committee as part of the consultation on the Draft Mental Health Incapacity Bill.
